The League's position statement, which is created after a consensus study, is the basis for this action. Last year (2014) marked the 50th anniversary of the Idaho Water Resources Research Institute (IWRRI). IWRRI's research over time reveals a fascinating history of politics and economics in Idaho's recent challenges and opportunities related to water. Designed to conduct research and resolve Idaho's water resource issues, as well as educate the public about them, IWRRI has produced path-breaking research from groundwater issues to wild and scenic rivers designation to mining reclamation.

Putting Water First. The Pocatello League of Women Voters and the Portneuf Resource Council will co-sponsor a panel discussion of water quantity and water quality issues in Southeast Idaho on Monday, April 20. The event will take place at 7 pm in the Pocatello City Council Chambers.

Guest speakers are Sue Skinner (Policy Advisor for the Portneuf Resource Council and retired from EPA and BLM), Dr. Sarah Godsey (ISU Department of Geosciences), and Roger Chase (Chairman of the Idaho Water Resource Board).

The discussions will focus on 1) water rights and the sometimes conflicting needs of agriculture and municipalities; 2) the Lower Portneuf Valley Aquifer (the only drinking water source for Pocatello and Chubbuck; 3) the Portneuf River; and 4) recommendations for municipal watershed protection of surface water and groundwater.

LWV POCATELLO - Constitutional Amendment Study. Tuesday, Oct. 27th, 7 pm SICOG Building, 214 E. Center parking lot/entrance on north side of building

Dr. Gleason is Assistant Professor in the ISU Political Science Department, where he teaches courses in Constitutional Law. He will discuss how the amendment process works, covering a history of successful and unsuccessful campaigns to amend. Efforts proposing a balanced budget amendment or an amendment to overturn the Supreme Court's Citizens United decision have kept the amendment process in the news lately.

The League of Women Voters of the US is studying the amendment process. On November 17 Pocatello League members will reach consensus on guidelines for evaluating amendment proposals and will decide under what conditions the League would support the calling of a Constitutional Convention.

The Constitutional Amendment Study Guide prepares members for the discussion.

Guest speaker: Professor Richard Seamon, Professor of Administrative Law, UI Law School

States' interest in a balanced budget amendment has brought this topic to the attention of legal scholars, politicians and various advocacy groups. Did you know that there ​two different processes to go about getting a Constitutional Amendment? One has never been used.

Professor Seamon will discuss this topic and help with our understanding of the subject for the League of Women Voters of Moscow and the public.

This involves a member study and consensus to update the League's position on campaign finance. The study and consensus process will consider: (1) the rights of individuals and organizations, under the First Amendment, to express their political views through independent expenditures and the finance of election campaign activities; and (2) how those rights, if any, should be protected and reconciled with the interests set out in the current position. LWV MOSCOW NOON MEETING. TOPIC: "It Cost More To Kill Snake River Salmon Than to Save Them"
JIM WADDELL will discuss how much the four lower Snake River dams are costing tax- and ratepayers, and what they get for their money in terms of restoring salmon runs and effects on the regional economy. He will also address the benefits that can be derived from a free-flowing lower Snake River and how it is possible to achieve many of these benefits, even within the next five years, while saving and/or redirecting funds to other more beneficial federal projects or dams.

Waddell is a professional civil engineer who retired after a 35-year career with the U.S. Army Corps of Engineers. Now, with the help of other volunteers and economic consultants, he is engaged in a re-evaluation of the cost, economics, biology, engineering and policies concerning the lower Snake River dams.

Idaho Public Television Idaho Supreme Court Debates. The Idaho Debates will host a debate between the two candidates for the Idaho Supreme Court on Friday, October 28 at 8:00 p.m. MT. The debate will air on Idaho Public Television at 8:00 p.m. MT/PT.

The candidates for the Idaho Supreme Court are Robyn Brody and Curt McKenzie; the position is nonpartisan. During the debate, candidates will answer questions from a panel of reporters selected by the Idaho Press Club.

It will be the only debate in the series this fall, due to late or insufficient submissions from campaigns in other races. Idaho Public Television's Idaho Reports, which airs Fridays at 8:00 p.m., is working on plans to feature other candidates and races in programs this fall.

The Idaho Debates is a partnership of the Idaho Press Club, the League of Women Voters of Idaho and Idaho Public Television, along with additional partners and sponsors. The consortium has hosted political debates in Idaho for the past three decades.

LWV Moscow. Don Robinson, manager of the Northern Idaho Crisis Center, will provide an overview of the center including outcomes and successes at the League of Women Voters of Moscow meeting noon-1 p.m. Wednesday (Nov. 16 ) in the Fiske Room of the 1912 Center, 412 E. Third St., Moscow. The center is a program of Kootenai Health in Coeur D'Alene.

Robinson joined Kootenai Health in September 2015 after a 23-year career as a supervisory special agent in the Federal Bureau of Investigation. During his time in the FBI, he investigated a wide range of criminal and national security matters and specialized in crisis response and negotiation. He supervised the Coeur d'Alene FBI office from 2005 through 2012 and most recently served as the FBI legal attaché in Moscow, Russia.

Robinson also serves as the manager of the center's Crisis & Intervention Services.

The discussion will cover: how the Electoral College works; why the framers created the Electoral College; and a brief history of the institution in controversial elections.

Aiken is professor of history at the University of Idaho where she has been a faculty member for more than 30 years. She is the author of four books and numerous articles dealing with the history of women, environmental history, social and cultural history, and the history of Idaho. She is past chair of the Idaho Humanities Council.

The talk will center on suffragists and highlight the women of that era, the problems they encountered and what they did.

Canfield is an associate professor of history at Lewis-Clark State College, focusing on women's history, American Indian history and public history. She earned her doctorate from Washington State University in 2008 She also is a member of the state board of directors with the League of Women Voters Idaho.

LWV MOSCOW NOON MEETING- PUBLIC WELCOME. Oct​ober 11, ​in the Fiske Room of the 1912 Center, 412 E. Third St., Moscow, ID- Noon - 1pm Carly Lilly will present "Pesticides in the Community" Her talk is about pesticide use in Moscow and the effects it has on our workers, children and pets. She'll also discuss how pesticides work, how labels don't list most of the chemicals and how devastating they can be. Lilly is the co-owner of Maialina and Sangria Grille restaurants in Moscow, and also a member of Non Toxic Moscow. She has been actively researching and informing the public about pesticides and the potentially damaging effect these sprays and toxins can have on people, pets, pollinators and the overall community. The Public is invited to attend.

LWV MOSCOW - Severe Mental Illness and the Death Penalty. Tuesday, Oct. 17, 7-9PM:

Shaakirrah R. Sanders will discuss "Severe Mental Illness and the Death Penalty in Idaho" in the 1912 Center Great Room, 412 E. Third St., Moscow.

This presentation will explore the history of the issue and present the legal underpinnings for arguments in favor of a severe mental illness exemption, as well as policy considerations underlying the exception.

Sanders is an associate professor at the University of Idaho College of Law Boise campus. She teaches constitutional law, criminal procedure and the First Amendment.

The public presentation is sponsored by the League of Women Voters of Moscow and the ACLU of Idaho.

LWV MOSCOW - Natural Resources and Environmental Law in the Trump Era. Wednesday, Oct. 18, noon-1PM:

Jerrold "Jerry" Long will discuss "Natural Resources and Environmental Law in the Trump Era" at the League of Women Voters of Moscow forum in the Fiske Room of the 1912 Center, 412 E. Third St., Moscow.

Although the Constitution gives Congress the primary responsibility to craft the nation's natural resources management and environmental protection laws, the executive branch's implementation authority can shape how those laws play out. Without any changes to the underlying legal regimes, the Trump administration has already significantly changed the nation's approach to the natural environment in a number of areas, including how we address climate change, water pollution, public lands management and energy development. Long will share his perspective on the most significant of these changes, with the aim of understanding their consequences on the ground.

Long is a professor of law and the associate dean for faculty development at the University of Idaho College of Law. He earned a B.S. in biology from Utah State University, a J.D. from the University of Colorado-Boulder, and a Ph.D. in Environment and Resources from the Gaylord Nelson Institute for Environmental Studies at the University of Wisconsin-Madison. He studies and teaches in the areas of property, natural resources and environmental law.

Please join us for a public discussion on Lake Coeur d' Alene Water Quality on November 13th at the CDA Fire Station on 1500 N 15th St at 12PM. After a brief business meeting, we will have a presentation and Q&A by featured speaker Dr. Lisa Manning PhD, the Lake Coeur d'Alene Waterkeeper. The Lake Coeur d'Alene Waterkeeper is a Kootenai Environmental Alliance program. You can learn more about KEA and the Waterkeeper program at kealliance.org.

Our lake is our crown jewel, enjoyed by all. However, it takes a community effort to ensure it remains swimmable, fishable and drinkable.
